Temporal Disaggregation of Annual Cases to Daily Resolution

Disaggregates annual cholera case counts to daily resolution using Fourier series seasonal patterns. Ensures exact preservation of annual totals. Day \(t\) of each year gets weight \(\max(0, 1 + f(t))\), where \(f\) is the two-harmonic term with period 365 on calendar day-of-year (the engine's seasonal envelope, see est_seasonal_dynamics()).
